The verdict
This one goes to the shaman for most players in WoW Forever. It levels more smoothly with an Enhancement two-hander and totems smoothing every fight, it solos more comfortably with heals and flexibility the warrior lacks. And it farms gold at a steadier clip. The warrior's own guide admits leveling is rough at first and names almost no self-healing as the class's called-out weak spot.
The warrior's case is the ceiling, not the floor. Protection is the classic tank that holds aggro and makes healers love you, with Vanguard now letting you Charge while in Defensive Stance. Arms with Mortal Strike and the Spearing Strike slow is still the classic duelist, and Fury with enough hit gear is terrifying. Nobody picks warrior for comfort; they pick it for the payoff.
So the split is honest. Shaman for the smoother ride and the group multiplier, warrior to tank or duel if you can stomach the leveling.

Playing Shaman in this matchup
The shaman's pitch is that it makes everyone better, including itself. Totems are free stats and utility for the whole party, Windfury makes melee swing harder, Bloodlust is the burn-phase button every raid wants. And our guides promises raids usually bring two. Enhancement gives fast melee boosted by Windfury procs, and Restoration is the flexible healer with totems attached.
WoW Forever gives the shaman the rotational shape it always lacked. Elemental lives and dies by Flame Shock uptime so Lava Burst hits for 20% more, with Lightning Overload firing a second free copy of your bolts at half damage. Enhancement gets Maelstrom Weapon: melee hits build stacks that make Lightning Bolt nearly instant, a melee-caster hybrid. Restoration gains Riptide: an instant heal that also leaves a heal-over-time and boosts Chain Heal on that target.
The honest con is our guides' own phrasing: flexible, but not entirely hands-off, and good at a lot of jobs, master of none. Totems need dropping and repositioning, and the class is tagged for neither solo nor PvP. Against the warrior, the shaman is the better leveling partner and the better solo act.
Playing Warrior in this matchup
The warrior's pitch is the payoff. Arms is Mortal Strike pressure and heavy two-handed swings, a leveling monster with a slow weapon and still the classic duelist with the Spearing Strike slow. Fury is dual-wield damage that turns rage into constant pressure: hungry for hit gear, scary once it has it. Protection is the tank tree: holds aggro, shrugs off boss hits, makes healers love you.
WoW Forever's new warrior tools are practical and well aimed. Spearing Strike is a 15 Rage Arms attack with bonus damage against Giants, Dragonkin, and mounted targets that dismounts riders. Bloodthrill lets Rend ticks activate Overpower, giving Arms a real bleed-payoff loop. Weaponmaster replaces the old narrow weapon specializations with broader per-weapon-type bonuses for axes and polearms, maces and staves, and swords. Vanguard lets you Charge while in Defensive Stance.
The con is the one the guide states plainly: leveling is rough at first, and the class has almost no self-healing. Take it slow, keep gear current: every bad pull is a problem you cannot heal through. Fury does not come online until the hit gear does. This is the slowest start of any class in this project, and our guides does not hide it. Against the shaman, the warrior's wins are the tank slot and the duel; everywhere else, the shaman's totems, heals, and flexibility outpoint one-dimensional excellence.
How WoW Forever's talent changes shift this matchup
WoW Forever moves both classes forward but solves different problems. The warrior's new tools address its clunkiest moments. Bloodthrill gives Rend a payoff, Weaponmaster broadens the old specializations into real choices, Vanguard fixes Protection's mobility, and Spearing Strike adds function against mounted targets. None of it fixes the core issue: almost no self-healing, and leveling still rough at first.
The shaman's changes are more transformative because the class had further to go. Lava Burst and Flame Shock create a real Elemental rotation, Maelstrom Weapon creates a real Enhancement identity beyond Windfury gambling. And Riptide gives Restoration the instant triage every healer needs. Old builds do not map cleanly, because the class plays differently now. The enabler beats the enabled for most players, right up until the group needs a tank or the duel starts. And those moments are exactly what the warrior is for.

The warrior, without hesitation. Protection is the classic tank: shield up, holds aggro, shrugs off boss hits, and our guides call warriors the toughest tank instant group pick. The shaman can off-heal and support, but it is not a tank. If tanking is the goal, this is the most lopsided category on the page.
Is warrior leveling really as bad as people say?
The start is rough: the guide says take it slow and keep gear current, and almost no self-healing means mistakes are expensive. Which one do raids want more?

The practical difference is competition: fewer players stick with warrior through the rough leveling, so good tanks are scarcer than good shamans.
