Rogue is a steady, safe leveler in WoW Forever. Not the fastest, never the slowest. You kill one mob at a time, efficiently, and skip everything you do not want to fight. No beta-tested Forever-specific Rogue leveling guide has been published yet, so the advice below follows the Classic-tested Combat approach, which remains the safe pick until beta testing settles.

Best Rogue leveling spec

Combat. It is the most reliable leveling tree: better hit chance, stronger sustained damage, and no dependence on cooldowns or positioning gimmicks. Subtlety and Assassination have their fans, but Combat wastes the least time per mob, which is the only metric that matters while leveling.
