What Seal of Command does at each rank
A rank is one level of a talent. Every rank makes the effect a bit stronger. The list below uses the exact wording from the beta client, word for word.
- Rank 1: Gives the Paladin a chance to deal additional Holy damage equal to 70% of normal weapon damage. Only one Seal can be active on the Paladin at any one time. Lasts 30 sec. Unleashing this Seal's energy will judge an enemy, instantly causing 68 to 73 Holy damage, 137 to 145 if the target is stunned or incapacitated.
How to reach Seal of Command
Row 3 opens after you spend 10 points in the earlier Retribution rows. Level 20 is the earliest you can pick up Seal of Command.

One point gives you the full effect. The real cost is opening row 3. That is 10 points in the rows above, so take it when the talent suits your build.
