What each rank of Lightning Overload does

  3. Rank 3: Gives your Lightning Bolt and Chain Lightning spells a 10% chance to cast a second, similar spell on the same target at no additional cost that causes half damage and no threat.

How to reach it

Row 5 opens after you spend 20 points in the earlier Elemental rows. Level 30 is the earliest you can pick up Lightning Overload, and you will need Elemental Alacrity maxed first.
