  3. Rank 3: Reduces the Mana cost of your totems and any spells that summon or move them by 15%.
  4. Rank 4: Reduces the Mana cost of your totems and any spells that summon or move them by 20%.
  5. Rank 5: Reduces the Mana cost of your totems and any spells that summon or move them by 25%.

How to reach it

Row 2 opens after you spend 5 points in the earlier Restoration rows. Level 15 is the earliest you can pick up Totemic Focus.
