What each rank of Shifting Power does
There is only one rank to take. The wording below comes straight from the beta client, word for word.
- Rank 1: Instantly convert 55% of base Mana into 40 Energy. Shifting Power's cost is reduced by effects that reduce the cost of Shapeshifting.
How to reach it
Row 4 opens after you spend 15 points in the earlier Feral Combat rows. Level 25 is the earliest you can pick up Shifting Power, and you will need Shredding Attacks maxed first.
Is Shifting Power worth the points?
One point gives you the full effect. The real cost is opening row 4 (that is 15 points in the rows above), so take it when the talent or the picks it unlocks suits your build.
