  1. Rank 1: Increases the critical strike chance of your Lightning Bolt and Chain Lightning spells by 3%.

How to reach Call of Thunder

Row 4 opens after you spend 15 points in the earlier Elemental rows. Level 25 is the earliest you can pick up Call of Thunder, and you will need Elemental Fury maxed first.

Is Call of Thunder worth the points?

One point gives you the full effect. The real cost is opening row 4. That is 15 points in the rows above, so take it when the talent or the picks it unlocks suits your build.
